The top half of the posted salary range is generally reserved for candidates who exceed the requirements and qualifications for the role. The maximum salary range is reserved for candidates that far exceed the required and preferred qualifications for the role.

Position Overview: As the Director of Stakeholder Engagement and Communication for the Open Education Resources division, you will help ensure that districts have access to high quality instructional materials (HQIM) in multiple subject areas and grade bands that support effective teaching and learning in alignment with state standards and values.


Specifically, you will develop and execute the vision and process for short-term and long-term internal and external stakeholder engagement that helps to inform product development and review, as well as to ensure product viability and risk mitigation. Inclusive of this work is overseeing the OER Advisory Board, as well as stakeholder review groups for products being developed for initial release, as well as products going through continuous improvement. You will identify and engage with key stakeholders and stakeholder groups (including but not limited to Texas educators, caregivers and community members, Education Service Centers, State Board of Education members, lobbyists, non-profit groups, advocacy groups and HQIM publishers) to cultivate opportunities for feedback and collaboration. Additionally, you will oversee internal and external communication, ensuring communication with districts and the public is accurate, timely and aligned with Agency goals.


You will be part of an agile OER team comprised of content experts and project managers, all working together to develop high quality instructional materials for Texas students.


The OER initiative is a strategic priority of the Commissioner of Education focused on improving the foundation of reading and math. It sits in Department of Curriculum and Instruction and is managed by the Executive Director of Open Education Resources.

Essential Functions


Job duties are not limited to the essential functions mentioned below. You may perform other functions as assigned.


  •  Execute the vision and planning work for stakeholder engagement opportunities: Work across a variety of internal and external stakeholders including, but not limited to, Texas educators and interested parties in support of instructional materials development, review and continuous improvement. 
  •  Identify, manage, and facilitate stakeholder engagement opportunities: Engage diverse groups of stakeholders through a variety of formats, such as focus groups, working groups, training sessions and listening opportunities; this will include the management of the OER Advisory Board as well as external vendors and subject matter experts as needed. 
  •  Develop, Implement and Manage Communication Strategies: Develop and execute plans for internal and external communication, ensuring messages are consistent and aligned with organizational goal and meet the needs of internal and external audiences. 
  •  Project Management: Support the Open Education Resource team in project management, which includes leading the operations and management of instructional materials review grant programs, the OER Advisory Board, managing vendor relationships, and supporting the Executive Director and Associate Commissioner over OER. 
  •  Team Management and Supervision: Recruit, develop, and retain an agile, high-performing service-oriented team; support division vision and strategy and lead the team in development and implementation of supports and services for Texas school systems. Manages 3 staff members. 


Qualifications


Minimum Qualifications


  •  Education: Graduation from an accredited four-year college or university
  •  Degree field(s): Communications, Education, Project Management, Business, Policy or a similar degree field
  •  Experience: At least six (6) years of experience in strategy, implementation of large programs, communications, education, project management, operations, or a related field with a passion for public education
  •  Substitutions: An advanced degree may substitute for two years of required experience


Other Qualifications


  •  Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military
  •  Certified Texas Contract Manager (CTCM) certification must be obtained within the first six (6) months of employment
  •  Have experience in project management, communications, or strategy and implementation with internal teams, client and/or vendor-facing roles
  •  Possess the ability to effectively organize and complete multiple projects simultaneously, communicate across internal teams effectively, meet deadlines, and prioritize tasks to deliver quality products
  •  Independently assess, and provide recommendations on risks and issues related to instructional materials with a state and local context lens
  •  Hold core project management skills, including planning, coordination, progress monitoring, issue resolution, stakeholder management and change management
  •  Demonstrate clear and efficient verbal and written communication skills with various audiences, including ability to design and deliver effective presentations and other public-facing documents
  •  Ability to build relationships and communicate respectfully with vendors, internal stakeholders, and external stakeholders (teachers, Education Service Centers, LEA leaders, SBOE members) 
  •  A desire to self-reflect, give and receive feedback, and focus on continuous improvement 
  •  Have an agile mindset and the ability to complete additional project activities as assigned to meet team and office goals
