Project Background
Pakistan’s been hosting Afghan refugees for 40+ yrs. Right now, about 3M+ forced displaced Afghans live here—1.3M registered (PoR holders), 129K+ unregistered family members, 840K ACC holders, 500K undocumented, plus ~1M who came after the Taliban takeover in 2021. Out of them, ~256K have approached UNHCR.
Most live in KP (53%) & Balochistan (23%), the poorest provinces w/ weak public services. Around 68% no longer stay in refugee villages but in urban/semi-urban areas, relying on local services. The population is 53% male, 47% female, w/ 51% being kids.
The long-term presence of Afghans has created tensions. Limited voluntary returns + Pakistan’s resource constraints make the situation tough. The pressure on public services is rising, & host communities + refugees are competing for the same resources. Security risks are also a concern, esp. in KP & Balochistan.
To address this, GIZ launched a 2-yr project: "Building Bridges: Fostering Social Cohesion" (BBSC), funded by the Netherlands, implemented w/ SABAWON. The goal: help Pakistan strengthen social cohesion between locals & Afghan refugees.
Assignment Background
This consultancy aims to improve the Data Mgmt. & Reporting System by:
- Boosting security, shifting to a stronger infrastructure, controlling access to sensitive data.
- Enhancing data quality w/ validation rules, audits, & automated cleaning.
- Expanding system features—provincial dashboards, better reporting.
- Training users to run the system independently.
- Providing ongoing support & system maintenance.
Tasks for Contractor (Firm/Appraiser):
1. Data Validation & Cleaning:
- Improve data accuracy w/ validation rules, audits, & automated cleaning scripts.
2. Provincial Dashboards:
- Add dashboards w/ better visuals & insights based on stakeholder feedback.
3. Strengthen Security:
- Upgrade to paid Google Workspace, apply stricter access controls, enhance security.
4. Training & Capacity Building:
- Online/in-person training, workshops, super-admin training, & on-ground visits.
5. Ongoing Support & Optimization:
- Regular audits, structured reviews, system improvements based on user feedback.
